Asbestos in Norfolk Schools: Who’s at Risk?

Because asbestos was widely used in construction materials for decades, asbestos-containing materials remain in many older school buildings. If not managed properly, these materials can put students, teachers, staff, and renovators at risk of exposure.

At one time, 57 Norfolk school buildings were found to contain asbestos, according to a 1985 report. In 2006, Norfolk schools agreed to a settlement with the EPA over a series of violations. Regulators did not assess any penalties, finding that the district had spent more than $31,000 to come into compliance with asbestos management laws. While the EPA did not find any instances of exposure in Norfolk schools, the district had to create asbestos management plans for eight schools and two district buildings.

Norfolk Naval Base Asbestos: How Were Veterans and Staff Exposed?

Military bases made widespread use of asbestos for fireproofing, construction, and other purposes. At Norfolk Naval Base, years of aircraft, vehicle, and equipment maintenance contributed to significant contamination of the site with asbestos, heavy metals, and other substances.

According to a 2003 report, cleanup efforts at Norfolk Naval Base had cost $86.9 million and were expected to cost an additional $32 million by its estimated completion date in 2024.

Norfolk Naval Shipyard Asbestos: How Were Workers Exposed?

The Navy has been aware of asbestos at the Norfolk Naval Shipyard and has been working to mitigate exposure since the 1970s. Multiple contaminated areas, including a waste disposal site near the main shipyard, have been identified at the facility and are slated for cleanup.

Shipyard workers were exposed to many asbestos-containing materials commonly used in shipbuilding, including the following:

  • Fireproof paints, adhesives, and sealants
  • Insulation for hatches, walls, floors, ceilings, and boilers
  • Coating for electrical wires
  • Pipe wraps
  • Mechanical parts like boilers, gaskets, and brakes
